Position Overview
The National Billing System (NBS) is one of the three major programmes that the Singapore public healthcare sector has embarked on to transform care delivery.
NBS will deliver a national charging and billing system that provides a consistent experience for patients and healthcare professionals across more than 60 public healthcare institutions. Patients will benefit from an intuitive and transparent view of costs and subsidies, while healthcare clusters will enjoy streamlined billing processes and electronic inter-cluster billing, saving time and effort.
NBS will also enable quicker and easier implementation of the new or revised government policies across healthcare institutions in Singapore. This role will play a critical role as Service Operations Lead (Application Support) for NBS.
Role & Responsibilities
"The Applicatoin Support Lead (Service Operations) ensures the delivery and optimization of operational processes and procedures for maximum efficiency while maintaining quality standards. He/She is responsible in the implementation of new processes and procedures and is a subject matter expert in technology and/or business domain. The focus is to improve customer experiences and system resiliency. He/She is expected to have broad experience in the recovery of service health issues impacting service performance.
He/She possesses good leadership skills covering planning and management as well as to drive the Service Operations Team. He/She is able to develop and present proposal to seek approval and secure funds for Initiatives and has a strong ability to ensure compliance to policy and procedures.
- Manage team / multiple workstreams and develop plans to deliver IT Support and Operations
- Serve as Subject Matter Expert and Drive organizational capability to effectively apply service operations and maintenance framework
- Recommend approaches to improve efficient and quality of service operations
- Develop blueprints for operational support material for disciplines of applications are concise and complete. Covering (internal security and technology standarValidate and track applications with blueprints, drive adoption and address challenges to adoption
- Planning the budget and resources needed to fulfil Service Operations Activities
- Guide and support team in resolving client escalations and make trade-off decisions as needed to reconcile deliverables with client objectives
- Develop and improve Response and Recovery Plans and improve process efficiency (e.g. streamlining) and effectiveness
Requirements
- Bachelor’s degree in computer science or other highly technical, scientific discipline
- 5-10 yrs of Technical / Application experience
- Proven client engagement experience / vendor management experience
- Proven track record of leading multiple technology teams comprising of application and technology related domains
- Knowledge and understanding of IT industry environment and business needs Strong competency in IT technologies covering operating systems, databases technologies, networking, server, load balancing and/or application related domains covering healthcare and healthcare related industries
- Ability to establish and manage processes and practices through collaboration and the understanding of business
- Knowledge in ERP Finance would be an advantage
