Position Overview

The Business Services Group - National Programmes Planning Office is currently looking for an Executive to Assistant Manager, Technology Planner profile for this role. The Programme Planning Manager is responsible to (i) drive and manage the planning strategy for national/sector-wide healthcare programmes, and (ii) the overall strategy, planning and policy formulation of the Synapxe cloud strategy, including change management of stakeholders and adoption of cloud hosting/tools/products with key stakeholders. The candidate will need to work closely with external stakeholders such as ministries, statutory boards to map out service journeys to support national programme needs, as well as internal stakeholders to contribute to the planning and delivery of changes in the healthtech space and towards cloud adoption. 
 
Specifically, the candidate will be involved in a wide range of internal cloud adoption projects such as the conceptualization of new cloud adoption initiatives required to sustain the cloud adoption work within public healthcare. 

Role & Responsibilities

  • Programme and Strategy Planning: Collaborate with key sponsors and stakeholders to formulate and drive planning and strategy to support (i) national programmes and (ii) cloud adoption within the organisation. He/She will work with key stakeholders to develop the business case, define the expected benefits and acquire the funding needed. As part of the planning work, he/she will work on identifying the required capability & scope, align the programme purposes with the broader strategic objectives. Specifically for cloud adoption, he/she will be responsible to formulate and drive strategy plan to support the organisation in moving towards the use of cloud hosting/ tools/products, SaaS, PaaS and IaaS.  Develop and track status, progress of programme milestones, and report on key risk and issues.  
  • Change Management: Develop and implement change management strategies jointly with key stakeholders across functional areas. This includes conducting stakeholder analysis and change impact assessment, support project teams in obtaining the governance/process approvals necessary.  In supporting users/project teams, you will need to assist in developing the business case for healthcare IT projects, funding request, governance and process, performance outcomes, and post implementation reviews where necessary. 
  • Governance and Process Improvement: Responsible in setting up programme governance & structure, foster collaboration to ensure that that new and existing policies and governance functions remain practical, relevant and aligned with operational needs. He/She will also be one of the Secretariat member supporting the Steering Committee responsible for driving adoption/migration to cloud hosting/tools/products.  
  • Engagement Lead: Formulate and drive engagement plans with key stakeholders across the healthcare sector, in alignment with broader organisation objectives and priorities. 
  • Cloud Business case: Be involved in reviewing and working with project teams on business case for cloud projects 

Requirements

  • Degree from a recognised university 
  • Preferably 1-5 years of relevant IT experience 
  • Strong analytical, problem solving and root cause analysis skills 
  • Familiarity with engagement, change management and project management approaches, tools and methodology 
  • Keen learner with a positive attitude in understanding and navigating the complexities in HealthTech, resilient to work under pressure, resourceful 
  • Good communication skills and ability to establish and cultivate relationships with a wide range of key internal and external stakeholders 
  • Experience in government sector, reporting functions is preferred; experience in healthcare industry, working on cloud adoption/migration is an advantage 
  • Well-developed communication and negotiation skills, as well as professional writing and presentation skills 
  • Motivated individual and good team player 
  • Attention to detail
