Position Overview

The national healthcare programme consolidates and provides patient health data to serve national health needs and supports healthcare professionals to serve their patients better. The programme is part of a national healthcare ecosystem and supports the digitization and connection with other national healthcare programmes.

The successful candidate will ensure alignment of the various NEHR performance metrics to have a coherent framework for performance management to support programme objectives. He/ She will be responsible for efficiently acquiring IT goods and services to support the Programme's technological needs.

Role & Responsibilities

  • Develop a deep understanding of the various NEHR performance metrics and ensure their alignment to have a coherent framework for performance management to support programme objectives.
  • Analyze data and work processes to identify root causes for non-performance and make recommendations for improvement through digitalization.
  • Establish the performance management cycle with regular reporting and follow up on the measurements.
  • Prepare communication and reporting of overall IT performance towards key stakeholders in Synapxe and MOH.
  • Act as extended resource within NEHR PMO to prepare funding and contract papers.
  • Implement the tools, reports and dashboards including tracking of KPIs (e.g., types of funds, fund utilisation, system availability and security incidents) to enable performance management.
  • Manage the IT contract lifecycle to ensure compliance and on-time renewal.
  • Partner the Project Managers, Finance, Procurement, Legal and Contract Management departments to drive procurement activities and related matters.
  • Provide secretariat support for NEHR Governance meetings and audit exercises
  • Ensure all reports, tracklogs and excel files used to track Demand, staff and fund movement are promptly filed in the designated folders in NEHR SharePoint.

Requirements

  • We are looking for a candidate who demonstrates a strong awareness of time management, meets deadlines consistently, and understands task requirements thoroughly.
  • To perform well in the job, candidate shall possess the following:
  • Tertiary qualifications in Business, Computer Science, Information Technology, or related degree.
  • Minimum 5 to 8 years of direct and relevant full-time working experience in Performance Management in PMO or similar role in an IT environment.
  • Self-motivated, driven, a good team player and strong ability to multi-task.
  • Possess excellent verbal, written communication, and interpersonal skills.
  • Proficient in MS Office, business analytics and intelligence tools, software and dashboards are an advantage.
  • Has an open mindset to adapt to new systems being rolled out in Synapxe.
  • Note that this is an individual contributor role.
