Position Overview
This national healthcare programme consolidates and provides patient health data to serve national health needs and supports healthcare professionals to serve their patients better. The programme is part of a national healthcare ecosystem and supports the digitization and connection with other national healthcare programmes.
Role & Responsibilities
- Front the end-to-end IT procurement activities for new project/s to ensure compliance with the procurement rules which include but not limited to preparation of tender specifications, participation of tender evaluation and awarding of contract;
- Partner the Project Managers, Finance, Procurement, Legal and Contract Management departments on procurement matters;
- Review/ prepare procurement requests and facilitate the seeking of approvals from relevant Approval Authorities on budget and procurement;
- Provide oversight on contracts and conduct contract administration;
- Support procurement activities to ensure timely issuance of Purchase Order (PO)s and related follow-up;
- Analyse data and work processes to identify root causes for non-performance and make recommendations for improvement through digitalisation;
- Establish the performance management cycle with regular reporting and follow up on the measurements;
- Prepare communication and reporting of overall IT performance towards key stakeholders in Synapxe and MOH; and
- Provide secretariat support for Governance meetings and audit exercises.
Requirements
We are looking for a candidate who demonstrates a strong awareness of time management, meets deadlines consistently, and understands task requirements thoroughly.
- Self-motivated, driven, a good team player and strong ability to multi-task;
- Effective information-gathering, through meeting facilitation, one-on-one interactions and/or observations;
- Excellent written, verbal communication and interpersonal skills;
- Proficient in MS Office, business analytics and intelligence tools, procurement software and dashboards are an advantage; and
- Minimum 3 to 5 years of direct and relevant full-time working experience in Performance and Procurement management in PMO or similar role in an IT environment
