Position Overview

The successful candidate shall assist Reporting Officer to plan, strategise, manage and coordinate the hospital IT systems requirements. The candidate will work closely with internal stakeholders (solution architect, infrastructure, cybersecurity etc.) and partners from strategic planning, business justifications to implementation for business and innovative systems. The candidate shall be required to review existing processes and work with stakeholders to implement new healthcare initiatives for seamless care operations and better patient outcome to transform care delivery.

It is an added advantage if the candidate has basic understanding of Health IT.

Role & Responsibilities

(1) IT Project Management and Project Delivery

 

·       Support development and planning of hospital digital strategy and IT roadmap.

·       Work with IT PMs to map user requirements for solutioning, assessment and budget request.

·       Program management activities including project tracking and update to management on the status.

·       Identify options for resolution of system gaps and support the preparation of solution proposals.

·       Assist to evaluate potential solutions and make recommendations to resolve/improve business problems.

·       Collation of information for Security assessment for Security team.

·       Ensure alignment of project governance in areas of business operation and administration, with National, MOH, PHI policies, roadmap and population enablement needs.

·       Work with division and cross-divisional management and project sponsors to gain agreement and manage expectations.     

 

(2) Hospital IT Operations

·       Support in the acquisition and implementation of healthcare institution’s projects which include the management and deployment of IT resources, IT planning and provision of IT Services to meet performance standards.

·       Support CIO and users on the service level agreements, project priorities and service performance indicators for on-site IT delivery.

·       Stay engaged and keep abreast of needs and issues at operational level through frequent interactions at all levels.

·       Ensure broad IT strategies are executed and oversee the performance of IT service suppliers

·       Handle ad-hoc IT issues/downtime which are escalated by institution management or users for resolution. 

 

(3)IT Workplan

·   Support CIO and application leads to plan and identify IT strategic needs and projects for the institution and cluster and consolidate the projects into the IT workplan and roadmap.

·    Track and control the IT annual operating and capital budgets to ensure sustainable cost optimisation.

·   Manages and report institution’s portfolio of related project development and maintenance & support activities to CIO.

 

 

(4) IT Governance and Processes

·       Support CIO in the implementation and review of IT policies and processes, to govern and manage IT systems within the institution and cluster.

·       Support program/project system implementations and IT operational improvement by translating user business objectives into actionable IT plans, while ensuring system integrity and service delivery are on schedule.

·       To work with IT PMO to track, measure and report project status.

(5) IT Quality Improvement and Audit

·     Support CIO in institution quality improvement activities and management of institution IT audits.

·       Participate in cluster workgroups, institution operations and project steering committees.

·       Support in the set-up / participate in institution / national exercises (e.g. BCP, JCI, DR exercise/ mass casualty/ emergency planning/outbreak). 

·       Support audit requests by internal/external auditors.

Requirements

·       Degree in Computer Science, Computer Engineering or equivalent.

·       At least 3-5 years of relevant hands-on experience in project management.

·       Successful track record in project management, user and vendor management and as a Project Manager for mid scale projects.

·       Possess good verbal and written communication, analytical and conflict resolution skills as well as an effective team player.

·       Excellent customer service mindset, able to motivate, lead a team and work with multiple functional teams

·       Experience in healthcare industry or public sector IT programmes and projects is an added advantage.
