Position Overview

As an Institution Director, you are part of the Agency's Strategic Leadership Team to define and review the Agency's strategic goals. He/She will lead and guide the team to understand and align business needs to these strategic goals and eventually translating these needs into feasible projects. He/She will be responsible to ensure proper governance on the management of IT landscape to ensure security compliance and resiliency. 

 

Role & Responsibilities

Strategic Direction: 

  • Provide leadership on IT strategy, landscape and roadmap to achieve business needs of the agency so as to achieve the agency’s mission and vision
  • Ensure alignment between the IT strategy with Public Healthcare plans and strategy
  • Ensure IT architecture & design alignment to Public Healthcare Architecture governance and framework 

 

Work-plan Budgeting: 

  • Collaborate functional stakeholders to identify IT strategic needs and projects and consolidate into the work plan 
  • Provide input to high level pre-project assessment and feasibility studies
  • Evaluate and prioritise projects for implementation to finalise projects for the work plan 
  • Lead IT funding paper and approval from Management  to support new initiatives

 

Project Approval and Delivery: 

  • Manage stakeholders to obtain approval for projects 
  • Collaborate with delivery group or vendors to determine project requirements and implementation approach, including technical knowledge, project staffing requirements, resource allocation matters and project costs for work plan
  • Responsible for and ensures that portfolio of IT projects are delivered according to plan (time, quality, cost) 

 

  
Service Delivery and Assurance:

  • Overall accountable on service delivery and to ensure that SLAs are met 
  • Manage vendors contracted for project delivery or KTLO operations 
  • Ensure prompt, timely communication and escalation of IT incidences between supporting program teams and relevant key users and stakeholder groups.
  • Participate in Business Continuity Management and other periodic IT audits. 

 

 
People Management:

  • Develop, mentor and guide team members to enable leadership development and succession planning
  • Build a competent team by creating and supporting a sustained learning culture with ample opportunities for growth and development
  • Collaborate with HR to identify the necessary competencies and domain experience required for project delivery and maintenance & support functions
  • Provide supervision to delivery resources working on IT portfolio
  • Collaborate with HR to manage people development and retention

 

Requirements

  • Degree in IT or healthcare professionals with degree and equivalent experience
  • At least 15 years of experience in managing IT operations and support, preferably in a large organization
  • Excellent leadership, negotiation, interpersonal and communication skills
  • Team player and good people management skills to lead a team
  • Adept at managing resources
  • Possesses good business acumen and analytical abilities
  • A strategic, creative thinker who is results-oriented
