Position Overview

This role is responsible for managing the development of business architecture (BA). BA refers to architecture-related activities that create deliverables guiding people, process, and organisational change in response to disruptive forces and toward desired business outcomes. 
The business architect works with stakeholders across business and IT to lead and facilitate the development of artefacts that guide the organisation toward a defined future state. The role collaborates with enterprise architect teams and programme teams, including business analysts, to develop and maintain architecture artefacts.

Role & Responsibilities

Business Architecture: Strategy, Processes, and Service Journey

  • Able to work with policy/business teams to understand the business strategy, operating models, business processes, and service journeys 
  • Assist business and policy teams in developing business processes, service journey where required) and Map business processes and IT systems
  • Map business processes and IT systems and analyse workflows to identify trends and patterns
  • Analyse current business processes and make recommendations for improvements
  • Develop solutions to address identified business needs. 

Business Architecture: Acumen, Modelling, and Architecture

  • Business Acumen: As architecture is driven by business needs and vision, the BA should demonstrate solid understanding of organisational business objectives, processes and industry drivers. The BA is able to communicate using business language with stakeholders
  • Modelling: The ability to model organizational strategies (current and future states) with capability or process maps is an essential requirement. The BA is able to
    o Create new models and supervise amendments to existing models 
    o Extract appropriate information to enable “What if” discussions with stakeholders

Architecture: The BA is able to work with business and IT leaders to develop business architecture, map IT capabilities, develop guiding principles that promotes standardisation while supporting innovation include adoption of new trends and technologies. In addition, the BA is able to 

  • Optimise the portfolio of systems and programmes to evaluate their relevance to the architecture roadmap. 
  • Influence business stakeholders to align priorities, resources, and budgets to realise the architecture roadmap.
  • Build strong partnerships with business and IT stakeholders to co-create and co-own the architecture goals. 

Analytical Thinking: Able to apply different perspectives and highlight potential issues or benefits that may not have been identified. The BA is able to see the big picture and the longer-term implications.
Specific to Ministry Requirements

  • Secondee to Ministry of Health CIO Office National Architecture Division.
  • Drive Business Architecture development across healthcare landscape – beyond just public healthcare to drive business changes, ops models’ and technical directions for the private sector to be part of the National healthcare ecosystem.
  • Be technical authority in CIO Office and collaborate with policy and plans team to drive National initiatives. 
  • Provide technical leadership and is responsible for establishing the direction for business and IT architecture, standards, design and implementation approaches for the agency systems that are compliant to Government IT & security policies as well as industry best practices. 

Requirements

  • At least 3 to 5  years of experience as an architect. At least 10 years of experience in implementing or maintaining IT systems in roles such as business analyst, product lead or manager, and developer.
  • Degree in Computer Science, Engineering, Business Administration or related field, although consideration will be given to relevant experience and certifications in lieu of degree. 
  • Demonstrable working experience and knowledge of Business architecture, business Analysis, model development, service journey and designs, process management, etc. knowledge in web, mobile and/or cloud technology is an advantage. 
  • Strong verbal and written English communication skills and excellent stakeholder management capabilities.
