Finance Director - Project Finance (Cluster CIO Office)

Position Overview

This role oversees the Cluster CIOO IT Finance. Key IT Finance deliverables are to plan, drive, facilitate and execute Annual IT Work Plan Budget exercise for cluster IT budgets, track, analyse and report IT budget utilization, work with cluster finance and Synapxe teams for all IT Finance matters.

Oversees the tracking and maintenance of cluster applications:

• To ensure compliance to policies such as HIM policies
• Have readily available information to support cluster [information such as system & data owners, system criticality, data sensitivity, etc]

Role & Responsibilities

IT Finance Leadership & Strategic Planning

• Provides IT Finance leadership on IT Finance strategy to ensure alignment to business needs that will address cluster imperatives and be aligned with national HIT directions.
• Supports GCIO and aligns cluster’s IT Work Plan Budget towards strategic directions of different stakeholders and cluster.
• Provides IT Finance (budget and plans) advisory to GCIO, CIO office and Synapxe teams (delivery/infra/service ops/etc).
• Provides IT Finance (budget and plans) advisory to various teams and forums for different purposes such as operating model studies, ad hoc meetings with specific project teams, etc.

IT Finance Operations

• Provides information to senior management on quarterly IT Budget utilisation.
• Supports reporting for funded projects to MOH (cash-flow and progress report submissions).
• Manages capital budget substitution.
• Prepare, analyse and report annual forecast of IT budget utilization.
• Supports and coach IT PMs on IT budget, purchases, TP charge-out and expenses, asset verification.
• Assists in transfer pricing key (TPK) queries.    
• Supports Group Cluster and Institution Finance on IT financial matters.

IT Workplan

• Plans with GCIO, CIOs and IT directors to identify IT strategic needs and projects for the cluster and consolidate into the IT workplan and roadmap.
• Drive, coordinate and facilitate the reviews and prioritisation of submitted cluster IT workplans.
• Prepare the annual IT workplan for the IT Steering Committees (ITC/CITC/ERPSC/EMRSC and CFO Forum) for endorsement of cluster projects and budget required.  
• Manages and report cluster’s portfolio of project development and maintenance & support activities to GCIO.
• Track KPIs and ensure compliance with cluster/ Synapxe target ratings.

IT Governance and Processes

• Implements IT policies and processes, to govern and manage IT systems within the organisation.
• Oversees team to support cluster IT steering Committees, ITC/ CITC/ ERPSC/ EMRSC, to ensure the meetings are prepared and conducted effectively and efficiently.
• Tracks the IT infrastructure and application portfolio including reviewing the overall lifecycle of applications and its supporting system software or infrastructure.

Requirements

• Degree holder with more than 10 years of relevant working experience.
• Excellent problem-solving skills, good written/communication and interpersonal skills, strong organisational and customer service skills, able to lead and work with cross functional teams.
• Experience working in a highly matrix organization and strong teamwork.
• High level of energy, self-confidence, and enthusiasm with ability to work well with all levels within an organisation.
• Meticulous and has an eye for details.
• Proven experience in business analysis.
