Finance Manager - FP&A (Cluster Office)

Position Overview

To work with the cluster CIOO team to support governance and IT financial matters, support cluster finance for IT financial matters and work with Synapxe teams and CIOO to develop annual IT work plan budget.

Role & Responsibilities

  • Support Annual IT Work Plan Budget exercise for cluster IT budgets, this involves working with multiple teams in Synapxe and cluster team.
  • Support, coordinate and work with various teams within Synapxe to cater for end-to-end needs (from budget submission to billing process) of annual IT work plan budget, this includes Synapxe Finance, MPO, CEO office, etc. This includes charge-out computations.
  • Work with Synapxe Finance team on financial matters in relation to Synapxe's billings to cluster institutions.
  • Provide financial analysis of IT spending (from IT budget, utilization to variance analysis).
  • Support cluster finance with cash-flow expenditure forecast and utilization with analysis.
  • Manage capital budget substitution.
  • Prepare quarterly Capex and CITA Charge-out of cluster systems to institutions at SingHealth level, with proper classification of expenses.
  • Prepare and submit MOH-Funded Projects' progress reports and cashflow projection.
  • Provide financial projection, anaylsis support for cluster, to GCGO/CFO and GCIO. Examples such as 5 year budget envelop projection, infra cost projections, etc.
  • Any other ad-hoc duties as assigned by the GCIO.

 

Requirements

  • Strong analytical, conceptualisation and problem-solving skills
  • Meticulous and has an eye for details 
  • Proven experience in business analysis
  • Results and customer oriented with strong multi-tasking capabilities 
  • Good Team player and interpersonal skills
  • Experience in healthcare industry is an added advantage
  • Proficient in Microsoft Office Excel & Automation
  • Ability to think strategically; understand, interpret and apply policies as it applies to IT enablement; apply analytical and creative problem solving skills.
  • Degree holder with 5 to 10 years of relevant working experience or Diploma holder with more than 8 years of relevant working experience
  • Well-developed communication, consultation, negotiation and advocacy skills and a proven ability to establish and cultivate relationships with a variety of key stakeholders
