IT Funding Manager - Policy & Governance

Position Overview

We are hiring a Manager to support IT funding proposal evaluation process and platforms to support the ministry

Role & Responsibilities

1) Evaluate and facilitate approval of healthcare IT Funding proposals

• Evaluate InfoComm Technology project/programme proposals submitted to request funding approval of MOH IT funds
• Ensure Funding requests are aligned to the Ministry's strategic direction and Digital Health Masterplan (DHMP)
• Evaluate project/programme outcome as committed in previous funding proposals for new requests for IT Funding revisions or timeline extensions
• Apply for Central Digitalisation Budget for strategic IT projects as directed by CIO and/or MOF.
• Front queries from Public Sector Infocomm Review Committee (PSIRC) Secretariat, MOF and CDB Secretariat for relevant IT projects
• Monitor and update MOH principals on the development progress of the IT projects and utilization of IT funds
• Refine IT funding proposal workflows, templates and processes to meet service level
• Develop and refine IT cost norm for projects under his/her care

 2) Review, formulate and assess policy positions in relation to the financing and use of IT in the healthcare sector

• Assess policies and plans proposed by healthcare institutions within the MOH family in relation to digital health financing
• Craft responses to MOH divisions, Synapxe and MOHH entities in relation to these policies and plans

3) Support CIO in specific duties, as directed

4) Support IT funding proposal evaluation process and platforms and support the Steering Committee to evaluate IT funding proposals

• Secretariat Team to Steering Committee meeting to review IT funding proposals i.e. schedule the funding requests, plan and organise the SC meetings, check on quality of submissions, prepare background information and to write meeting notes and follow-up;
• Handle queries on IT governance processes to guide submissions
• Seek and consolidate inputs from the relevant stakeholders on the IT funding proposals;
• Guide the requesting team to put up sound Cost-Benefit analysis (CBA) computation and Key Performance indicators (KPI) in the funding proposals;
• Participate in IT funding proposals reviews, put up staff views, consolidate reviewers’ views to put up final recommendations
• Prepare dashboard reports and manage repository documentations, and frequently asked questions and manage intranet knowledge base on IT funding proposal submission instructions and training materials

Requirements

• Good degree related to Economics, or Computer Science
• At least 4 years’ work experience in IT fuding with a good understanding of IT and IT product life cycles
• Experience with cost-benefit analysis and risk assessment for IT projects
• Familiarity with agile methodology, cloud computing, data analysis, Gen AI.
• Excellent communications skills, especially writing skills
• Good organization skills
• Excellent team player
