Position Overview

'The Program Manager is responsible, or to support the Snr Program Manager, to drive and manage exciting program for whole of healthcare or across Public Healthcare Clusters to deliver the anticipated benefits and inspire tomorrow's health. He/She takes a broad, collective view of all the program's components(systems/products/services),  and manages the roadmap of the inter-related projects in a co-ordinated and complementary manner to attain the benefits holistically. The candidate collaborates with the governance bodies and sponsors to ensure continued alignment with the Ministry, Synapxe or Healthcare Insituition's strategic goals & objectives, and adjust strategy and plans whenever it will improve and optimise the delivery of the desired benefits.  

The candidate should possess strategic thinking, has good program planning and delivery experience, and a strong project management foundation. The candidate should be confident to lead and drives cross functional teams in a structured and methodological manner to deliver the program benefits with quality. The candidate likes to pursue excellence, has good communication skills, is a competent negotiator, demonstrates resiliency, demonstrates good ability to manage uncertainty, manage change  and manage complexity at all levels. The candidate is able to engage & influence effectively both the internal and external stakeholders to garner support for the program and realisation of the intended benefits. 

Role & Responsibilities

Critical Work Functions and Key Tasks 

Program Formulation & Planning

  • Collaborates with key sponsors and and stakeholders to develop the business case and acquire the funding
  • Align the program purpose and objectives with the boarder strategic objectives with the Ministry, Synapxe or Healthcare Insituition
  • Define the program's expected benefits with the stakeholders  and key decision-makers
  • Identify the required capability & scope, develop the program roadmap of projects and its interdependencies, and determine the program and project cost estimates to deliver the benefits
  • Identify and analyse the stakeholder's needs & manage the expectation and communication to garner their support 
  • Set up the program governance & structure, identify and acquire teams/resources to deliver the roadmap
  • Perform assessment of the delivery dates, develop the overall schedule and milestones to deliver the benefits 
  • Conduct environmental assessments to determine internal and external  factors that will potentially impact the program and manage the associated risks  
  • Develop the risk management strategy which includes program risk thresholds, initial risk assessment, high level risk response strategy and risks communication plan
  • Develop the program management plan to manage the life cycle of the program starting from  formulation, delivery and finally closure 
  • Determine the expected quality standard and develop a program quality management plan

Delivery & Closure

  • Provide oversight and support to the projects  to ensure smooth execution, integration and timely completion to deliver the intended benefits
  • Implement the program management process and structure to manage the projects in a consistent and co-ordinated manner 
  • Formalise the scope & schedule of the projects  and ensure its deliverables satisfy the program's goals and benefits
  • Monitor the interdependencies to ensure proper integration between the projects, replan the project/program when necessary to align to any change to the program's direction
  • Manage priorities and changes arises that may impact the program delivery progress and its intended benefits
  • Manage the program risks &iIssues and any escalated project risks & issues, escalate the risks & issues to the steering commitee for resolution when required
  • Track and monitor the performance, progress, schedule and benefits attainment of the program and projects, and provide regular status update to the stakeholders/steering commitee
  • Monitor and manage the resources required, including the approved budget and its utilisation 
  • Manage and maintain an effective communication with both internal and external stakeholders, including the project teams supporting the program
  • Execute the program quality management plan to ensure projects comply with quality policy and standards,  and control the qualities on the interdependent projects. 
  • Perform after action review such as lessons learned as part of the closure of sigificant milestone or attainment of the benefits milestones 
  • Carry out proper program closure such as financial, transition of resources, and archival of the information"

Requirements

  • Bachelor’s degree in business, computer science or a related field.
  • Minimum of 8 years of proven experience in partnership engagement, strategic planning, or innovation-focused roles.
  • As this role deals with innovation, candidate with technology background or deep knowledge in the healthcare industry is a plus.
  • Demonstrated ability to collaborate effectively across all organizational levels, with a strong team player mindset and excellent stakeholder management skills.
  • Analytical and structured with strong problem-solving skills. Use of critical thinking skill in handling complex stakeholders and ambiguous and fuzzy requirements, and actively discusses his perspectives to arrive at effective solutions.
  • Strong communication involved in conveying business challenges into clear documentation on requirements through asking thoughtful questions and writing, presentation to the stakeholders.
  • Responsible, accountable, self-motivated and driven to achieve personal, department, and organisation goals and outcomes. Able to work independently, ability to be autonomous but proactive in reaching out for support.
