Programme Manager - innovation & strategy (Research & Innovation)

Position Overview

We are hiring a potential programme manager who will be responsible for 

1. Strategic planning and implementation of MOH’s innovations strategy, particularly in key areas of interest, for example – robotics and automation, artificial intelligence, clinical 3D printing, and other potentially high-impact process and product innovations. This will require working closely with MOH policy divisions, and wider ecosystem stakeholders, and may involve you supporting strategic workgroups/ taskforces.

2. Administer and drive the MOH Health Innovation Fund and funding strategy. This will also involve measuring and tracking the success of grant investments, to ensure alignment of funded activities with desired innovation strategy outcomes; as well as conducting regular policy reviews and innovating or refreshing our funding strategy to better achieve grant objectives.

3. Be a relationship manager to key stakeholders (e.g. a healthcare cluster) to drive the broader innovation strategy and facilitate programme/ project outcomes as supported by the MOH Health Innovation Fund. This will also involve strategic local and international engagements to forge multi-stakeholder partnerships, ensure a collaborative and enabling ecosystem and clear translation pathway for proven innovations to scale towards national impact. 

Role & Responsibilities

Strategic planning and implementation of MOH innovation strategy

• Work with MOH divisions and stakeholders to review and articulate/ prove the value of healthtech/innovations under areas of interest (e.g. AI, robotics and automation) for the public healthcare system
• Beyond ensuring clinical effectiveness and cost effectiveness are well-evaluated and proven, this will involve developing or reviewing the potential implementation/ scale up plan, by understanding existing policies, regulations, infrastructure (e.g. IT systems), related workstreams, and proposing the required changes/ guidelines where needed
• Depending on the challenges or issues of the above, may work on recommendations for building up central enablers or systems, together with relevant policy divisions and implementing agencies/ organisations (e.g. Synapxe)
• Secretariat duties to key workgroups/ taskforces.
• Evaluate strategic collaborative projects and support the scaling up of proven projects for national implementation

MOH Health Innovation Fund

• Support key innovation projects across the healthcare clusters, public healthcare institutions, and tech partners (e.g. Synapxe, OGP)
• Liaise and align innovation ecosystem partners to support the MHI Fund policy and investment strategy
• Secretariat duties for fund governance.

Relationship management and wider ecosystem engagement

• Establish collaborative partnerships and platforms for knowledge sharing in public healthcare, which can include facilitating and coordinating key platforms for healthcare clusters in innovation
• Monitor key innovation activities locally and abroad as part of horizon scanning, and assess extent of MOH engagement and support for these areas for Singapore’s public healthcare system
• Set up or support engagement platforms for support cross-cluster adoption and scaling
• Establish partnerships (e.g. MOU) with companies or key industry partners to support innovation priorities (e.g. ageing)

Requirements

• Education in Healthcare/ Science/ Engineering/ Technology fields
• Strategic planning, public policy, healthcare and/or STEM fields
• Policy, operations, and technology roadmapping 
• Strong analytical skills, as well as written and oral communication skills
• Team player who is comfortable working with and leveraging synergies of different teams/divisions/entities
• Able to work under pressure within tight timelines
• High standards of professionalism
