Position Overview
This position plays the role of institution level Business Finance Analyst, who provides overall financial data monitoring and reporting of IT spent related to all IT projects, IT operating and IT manpower cost.
He/she will be working closely with IT team (Synapxe PM/FA, IBA), Synapxe finance and institution finance and material management departments as key role in providing analysis reports to stakeholders (MOH, cluster finance, institution finance and Synapxe project management and review office).
He/she is to ensure thorough tracking and processing of invoice from validation till payment and claims back from funders in a timely manner.
Role & Responsibilities
Business finance management and reporting
Billing Tracking
- Process invoice for payment by furnishing tracking summary (source of budget, past utilisation, total billed to date, budget balance) and necessary supporting documents (PO, approval paper, project charter, TPK computation) for validation of each invoice.
- Raise e-sundry to claim back from source of budget payer for any prior payment made.
Budget and utilization monitoring and reporting
- Provide and furnish up to date budget utilisation and balance details to stakeholders in real time (PMO, institution finance) to facilitate seeking approval for budget and accounting purposes.
- Perform annual year end accrual and closing.
- Submit and update monthly utilisation and projection reports to cluster with supporting details and justification for significant variance.
- Analyse, categorise and submit annual overall IT spent report to MOH.
Funding and utilization monitoring and reporting
- Prepare and submit MOH claim by verifying items billed are in accordance to approved MOH budget and scope to get claim back timely and fully.
- Project and prepare cash flow status to MOH on MOH funded projects through close monitoring of past and future charges.
- Submit MOH funded project progress report through working closely with Institution Business Analysts and project managers
Budgeting and Billing
- Facilitate and assist CIO on annual budgeting exercise to plan budget under your charge.
- Prepare work plan documents for sign off between Synapxe and institutions management.
- Liaise with Synapxe finance on triggering of OPEX charges billing.
- Monitor, trigger and track institution services charges
Others
- Assist CIO and cluster Business Finance Lead in provision of data, reporting whenever necessarily
- Key liaison person to connect between CIO with institution finance and GITO team pertaining to charges and finance related process and queries.
Requirements
- Bachelor Degree in business or finance or equivalent.
- Meticulous in work quality and delivery
- Excellent written/communication skills in reporting status in clear and concise manner
- Excellent interpersonal skill and experience in stakeholder engagement to connect with stakeholders, work well with peers in cross functional teams.
- Strong organisational skill in keeping track of financial data for fast retrieval and reference
- ·Able to prioritise work delivery efficiently to meet tight timeline
- Has experience in financial management.
