Business Analyst - C3 (Engineering & Ops)

Position Overview

At least 9 years’ of experience in developing, implementing and maintaining IT systems and at least 6 year as business analyst. The Common Healthcare C3 system was mandated by MOH DHOC to onboard all PHI clusters to adopt and build their C3 capabilities as well as provide the real-time data interfaces to MOH DROM system for peacetime and crisis scenarios management.

Role & Responsibilities

• Work with stakeholders to understand needs for data structure, availability, scalability and accessibility
• Support translation of data business needs into technical system requirements 
• Identify opportunities for improvements and optimisation
• Translate concepts into user flows, wireframes, mockups and prototypes that lead to intuitive user experiences.
• Design and deliver wireframes, user stories, user journeys, and mockups optimized for a wide range of devices and interfaces.
• Develop tools to improve data flows between internal/external systems and the data lake/warehouse 
• Build robust and reproducible data ingest pipelines to collect, clean, harmonise, merge and consolidate data sources
• Design and build API gateways to expose data to systems via secure means
• Integrate and collate data sources with data systems, with compliance to data security and organisational governance standards
• Implement critical data infrastructure on cloud including AWS EC2, S3, EMR, Redshift, Workspaces
• Contribute to defining data retention policies

Requirements

• At least 9 years’ experience in IT Projects with a minimum of Computer science / engineering degree 
• Must have involved in at least two full SDLC cycles
• Strong Analytics skills with the ability to collect, organize, and analyze the data
• Solid understanding in Business Analyst
• Familiar with MS SQL Server
• Prior work on experience on ETL tools (Informatica preferred) 
• Ability to diagnose and troubleshoot problems in a logical and orderly manner with root cause analysis
• Strong problem solving skills and ability to without the box
• Ability to work independently
• Experience in vendor management / project managemen
• Solid understanding and hands on experience in all phases of project lifecycle
• Experience in budgeting (costing, cost evaluation analysis etc.)
• Experience in various procurement methodology e.g. RFQ, RFP etc
• Experience in writing approval papers
• Being a creative problem-solver, make choices and take responsibility for their own actions
• Ability to interact with all levels of stakeholders
• Having good communication skills (written and spoken)
• Degree in Computer Science, Computer Engineering or equivalent
