Position Overview

Programme Summary:
This national healthcare programme (NEHR) consolidates and provides patient health data to serve national health needs and supports healthcare professionals to serve their patients better. The programme is part of a national healthcare ecosystem and supports the digitization and connection with other national healthcare programmes.

Position Summary:
He/She will be the Project Manager to manage and deliver multiple enhancements for the national healthcare programme, across private and public healthcare. He/She will report to the Project Director, and serves as the bridge between business and IT to translate complex business and cybersecurity needs into system solutions. He/She will manage delivery within a multi-stakeholder environment (internal and external), develop project plans, identify and coordinate resources, involving those outside the unit to meet outcomes and deadlines. He/She will need to work closely within the delivery team across multiple tracks such as Product Management, Testing, Operations, CyberSecurity and Solution Architecture teams.

He/She needs to develop system functional requirements and cybersecurity requirement based on a set of business needs, policy and cybersecurity requirements. He/She He handles situations which may require extensive research of the organisation’s business processes and requirements, information technology requirements, cybersecurity requirement, procedures or problems according to business and cybersecurity needs. He addresses complex questions and/or issues. He/She is able to see connections between business and IT needs of an organisation, and to develop and communicate effective system solutions. He/She thrives and easily draws trends from ambiguous circumstances, and addresses complex issues with sound judgement and decisions.

Role & Responsibilities

  • Manage multiple projects and responsible for the execution from planning to initiation to completion.
  • Act as an IT security expert for department in the areas of cybersecurity assessments, IAM, PAM, Active Directory, Database Access Management, WAF, Firewall and EPP/EDR
  • Determine project goals to ensure the project supports business and cybersecurity objectives and strategies. Communicate project objectives junctures to obtain buy in from all stakeholders
  • Conduct regular audits and assessments to ensure compliance with security policies and industry regulations
  • Manage cybersecurity standard and policies framework for security awareness training
  • Collaborate with IT and Security teams to integrate Security Services into existing infrastructure and applications
  • Manage vendor to deliver projects, change requests and service requests on time to meet overall project goals.
  • Ensure smooth transition from project delivery to operations.
  • Support the day-to-day management of Security Project Enhancements and Operations

Requirements

  • Degree in IT or equivalent
  • Knowledge of Cybersecurity Domain with at least 8-12 years within IT industry, with at least 5 years of relevant hands-on experience in security governance, risk management, application security design, security project management or security operation.
  • Solid understanding of SDLC and experience through minimum 5 full project lifecycles. Good grasp of IT technologies, methodologies and best practices.
  • Experience in one or more of the following types of project implementations: IAM, DevSecOps, Security Migration projects.
  • Possess leadership qualities and strong interpersonal skills with the ability to work with different groups of stakeholders.
  • Strong critical skills such as collaboration, oral, written and verbal communication skills and analytical capability.
  • Increased acumen for planning, strong time management skills and ability to multi-task and manage multiple projects.
  • Strong planning, time management, risk management and risk articulation skills.
  • People, result, and customer oriented with multi-tasking capabilities.
  •  Able to work under pressure.
  • Must be able to work independently, as well as in a team environment and be a good team player.
  • Healthcare domain knowledge would be an advantage.
  • Knowledge of Government Commercial Cloud services migration, AWS, cloud security, supporting Agency Security Operation and GCSOC.
