Position Overview

The Sector Technology Services (SETS) Group provides sector-wide technology services and products (including national programmes) for Public Health Insitutions, with oversight from MOH. The SETS Programmes is under the SETS Management Office sub-group in SETS.

 

The Functional Analyst serves as the bridge between business users and technical teams to ensure that business requirements are effectively translated into functional specifications. This role involves gathering and analyzing business needs, supporting operational workflows, participating in solution design, and ensuring successful implementation and ongoing support of systems or applications. The Functional Analyst will initially focus on supporting the e-Commerce and Retail Point-of-Sales (POS) System used by the public healthcare clusters and this may be expanded to include other business systems when required.

Role & Responsibilities

  • Collaborate with business stakeholders to gather, document, and validate business and functional requirements
  • Translate business needs into clear functional specifications for development or configuration
  • Work closely with technical teams to ensure accurate system design and alignment with business goals
  • Support SIT (Systems Integration Testing) and UAT (User Acceptance Testing) by preparing test scenarios, coordinating testing activities, and managing defect resolution
  • Provide day-to-day operational support (including liaising with vendor) for business applications, including troubleshooting issues and managing change requests
  • Monitor system performance and work with relevant teams to resolve incidents or implement improvements
  • Assist in the development of SOPs, training materials, and user guides
  • Participate in system enhancement projects, ensuring end-user needs are considered throughout the solution lifecycle
  • Act as a liaison between business units, vendors, and IT teams for smooth delivery and ongoing support
  • Contribute to continuous improvement initiatives by identifying process inefficiencies or enhancement opportunities

Requirements

  • Bachelor's degree in Information Systems, or related field
  • 2–5 years of experience in business analysis, functional analysis, or application support roles
  • Strong understanding of business processes and how technology supports operational goals
  • Excellent analytical, problem-solving, and communication skills
  • Familiarity with SDLC, Agile, or Waterfall methodologies
  • Experience with writing functional specs, test scripts, and user documentation
  • Knowledge of tools such as JIRA, Confluence, or equivalent is a plus
  • Experience working with vendors and managing stakeholders is desirable
