Position Overview

As part of Cluster Office, candidate will support IT Director to ensure the smooth operations of day-to-day IT Finance Operations and IT management, adhering to finance governance and compliance and at the same time, ensuring accuracy and completeness of IT financial records for audits and management reporting.

 

Support process improvements and cost optimization initiatives in the department, such as streamlining and improving the IT billing and invoicing process, internal IT process documentations, as well as enhancements on tracking & monitoring actual IT KPI and spending for ease of management reporting.

 

This role will be based at Connection One, Bukit Merah. 

Role & Responsibilities

IT management and administration:

  • Assist healthcare institution IT director in yearly IT workplan budgeting and planning
  • Obtain IT workplan approval and follow through ensuring its execution
  • Perform verifications and tracking of project approvals as part of IT governance
  • Track portfolio of projects to ensure projects are completed within budget, schedules and quality standards
  • Track key IT metrics / KPI and prepare regular reports for management
  • Maintain archive of key IT documents
  • Perform secretariat duties for selected boards / committees
  • Other ad hoc duties as required

IT Finance operations:

  • Support project team (user and IT) in matters related to finance, budgeting, and procurement
  • Coordinate IT project cost collation and funding requests for projects led by CIO Office (CIOO)
  • Monitor, track closely and work with IT PM on renewal of IT project maintenance
  • Perform processing and verification of IT spend / invoices
  • Track and analyse IT budget utilization, including specific IT portfolios such as cybersecurity and IT Infrastructure
  • Support Institution users for Infra and applications related issues, IT audits, IT security/data governance and compliance requirements
  • Support institution Finance as well as group Business Finance to ensure timely reporting, analysis of data, reviews and checks on group transfer pricings where applicable
  • Manage communications to users of all levels on IT finance

IT Processes and Compliance:

  • Create / maintain repositories for IT processes both internal and external facing
  • Create process documents to capture and standardise IT practices
  • Drive cross-team IT process improvement within institution
  • Administrating appointment of system owner/data owners for institution specific system
  • Ensure accuracy of IT asset list, working with IT Finance and IT infrastructure teams

 

Requirements

  • Bachelor's Degree holder with 5-8 years' relevant experience in IT management/admin support (experience working in CIO Office is a plus)
  • People, result, and customer oriented with multi-tasking capabilities and timeline-focused
  • Proficient with Excel for use in budgeting and numerical analysis. Skills in Powerpoint, SharePoint, and dashboarding tools is an advantage
  • Meticulous with good attention to details and structure
  • Self-driven team player who is willing to help-out team members as well as can coordinate well between internal teams, external teams and vendors
  • Strong communication and interpersonal skills with the ability to work well with groups from diverse disciplines
  • Experience with documentation work products including manuals, SOPs, training aides and process documents
