Senior Manager - Business Planning (National Programmes)

Position Overview

The healthcare ecosystem is embarking on a multi-year transformational journey to transform care in Preventive care, known as Healthier SG. Technology systems will be needed to Digitalise, Integrate and Contextualise information for service providers, as well as Engage individuals.

Role & Responsibilities

• Play an important role in contributing to the overall strategy, planning and policy formulation of key national Population Health initiatives (eg. Healthier SG), and contribute to the digitization and transformation of the healthcare sector in Singapore towards the achievement of Population Health outcomes. 
• Work closely with diverse stakeholders such as MOH, MOH agencies, information technology agencies, clusters headquarters and MOH task groups to contribute to the planning and development of transformational services to bring greater convenience and better health outcomes to the public.
• Involve a wide variety of projects such as the conceptualization of a future IT landscape, the planning and management of new innovative solutions in Singapore’s healthcare delivery toward Population Health initiatives. 
• Review the business case for healthcare IT projects, funding requirements, governance, performance outcomes, and post-implementation reviews on IT projects.

Requirements

• Relevant degree from a reputable university.
• Experience in Service Journey Mapping/ design or/and methodologies such as Design Thinking is an added advantage. 
• Experience in and understanding of government or healthcare IT policies, standards and projects is an added advantage.
• At least 5 years (Manager) / 7 years (Senior Manager) of experience in IT/ tech domain or sector, preferably with experience related to public service
• Ability to collaborate with stakeholders to understand and define their near-term and long-term business needs and aspirations 
• Ability to take a broad and strategic perspective, and able to drill down to understand specific project details.
• Ability to identify and drive issues to a quick resolution while balancing the needs of the business, the client and the team; Demonstrated ability to successfully manage multiple concurrent programs through prioritization.
• Strong verbal and written communication, analytical and conflict resolution skills with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels
• Versatile in working independently as well as an effective team player.
• Confident working with and staffing senior management, and understanding of Singapore Government delivery, include contracting, government platforms is an added advantage.
