Position Overview
The Next Generation Electronic Medical Record (NGEMR) is a mission critical healthcare critical information infrastructure (CII) system that touches every aspect of healthcare delivery in Singapore. The system has been live since 2020 and has direct impact to patient safety, clinical outcome, operation efficiencies and patient billing.
Role & Responsibilities
Annual Workplan Budgeting and Supply Demand Analysis
- Champion Annual Workplan Budgeting.
- Ensure NGEMR follows the process and timeline of Yearly Budgeting exercise.
- Ensure NGEMR PMs submit NGEMR initiated projects/National Projects in Budgeting Tool.
- Ensure all demands are submitted with an NGEMR PMs and perform the cost estimation.
- Liaise with clusters for NGEMR Budgeting.
- Track demands to ensure budgeting exercise is completed accordingly.
- Participant and work with Synapxe Master Planning Office (MPO) on any Annual Budgeting matters, includes acting as SME for any change of tool and/or processes.
- Work with NGEMR PMO on Supply Demand analysis.
Overall Demand Management
- Manage and operationalize demand management process with rigor in governance & compliance.
- Establish and implement standards and guidelines on NGEMR demand management process and governance.
- Provide guidance related to NGEMR demand management standards and monitoring.
- Initiate & implement process improvements to aid demand and delivery fulfillment & performance dashboard.
- Manage day-to-day demand matter for NGEMR.
Tracking and Monitoring of NGEMR Demands
- Ensure PMs provide regular Project Status (in both system and tracker).
- Maintain and monitor project risks and issues.
- Highlight/escalate projects with risks/issues/delayed.
- Presentation of Statuses/ Statistics/Data Points to management (internal and clusters), for example:
- Aging of Demands (e.g., from demand raised to demand approved, turnaround time of demands)
- Demand Dashboard (e.g. how many completed, how many in assessment, which projects have issues, etc.)
- Presentation and proposal of strategies, status updates or statistics to GCMIOs.
- Work with cluster PMOs to plan, strategize and/or fine tune processes and governance.
- Communication to clusters on any demand matters.
Requirements
- Programme management experience; preferably in managing programmes in a large-sized organization operating in a highly complex environment.
- Proficient in Microsoft Office Excel & Automation, MS SharePoint Workflow Automation; hands on Tableau reporting will be advantageous
- Proficiency in Tableau Reporting will be advantageous
- Ability to think strategically; understand, interpret and apply policies as it applies to IT enablement; apply analytical and creative problem-solving skills.
- Well-developed communication, consultation, negotiation and advocacy skills and a proven ability to establish and cultivate relationships with a variety of key stakeholders.
- Proven ability to initiate, manage and report on programme activities and identify issues affecting the performance outcomes of the project.
- Effective information-gathering, through meeting facilitation, one-on-one interactions and/or observations
- Experience with documentation work products including manuals, SOPs, training aides and process documents
- Ability to manage multiple project activities at the one time and excellent prioritisation skills.
- Excellent professional written and verbal communication skills, plus effective interpersonal skills.
- An active Project Management Professional (PMP) certification (or ability to obtain within 6 months) will be advantageous
- Experience with project management methodology, annual budgeting and knowledge of the system development life cycle (SDLC)
- Degree holder with 7 to 10 years of relevant working experience or Diploma holder with more than 10 years of relevant working experience
