Position Overview

The healthcare ecosystem is embarking on a multi-year transformational journey to transform care in Preventive care, known as Healthier SG. Technology systems will be needed to Digitalise, Integrate and Contextualise information for service providers, as well as Engage individuals.

As part of the National Programme Planning Office (NPPO), you are expected to focus on technology planning for sector-wide digitalisation, business and IT capabilities mapping, and partnership and stakeholder management. 

Role & Responsibilities

  • Contribute to the overall strategy, planning, and policy formulation for key national healthcare initiatives such as Healthier SG and Age Well SG.
  • Collaborate with various stakeholders, including MOH Divisions, MOH agencies, technology agencies, and cluster headquarters, to develop and plan transformative services for better public health outcomes.
  • Participate in the conceptualisation and planning of Singapore's future IT landscape in healthcare, with a focus on Population Health and Aged Care initiatives.
  • Manage the development and implementation of innovative solutions aimed at improving healthcare delivery across the sector.
  • Review business cases, assess funding requirements, and ensure governance and performance outcomes for healthcare IT projects.
  • Conduct post-implementation reviews of IT projects to evaluate effectiveness and ensure alignment with national goals.
  • Engage in technology planning for sector-wide digitalisation and ensure alignment with business and IT capability mapping.
  • Foster partnerships and manage stakeholders to drive successful project outcomes.

Requirements

  • At least 5-7 years of experience in relevant working experience in the IT/ Tech domain, preferably within public sector.
  • Experience in and understanding of government or healthcare IT policies, standards, and in healthcare industry projects are added advantages.
  • Good understanding of government IT policies and standards.
  • Ability to collaborate with stakeholders to understand and define their near-term and long-term business needs and aspirations for translation to technology requirements.
  • Ability to take a broad and strategic perspective, and able to drill down to understand specific project details.
  • Ability to identify and drive issues to a quick resolution while balancing the needs of the business, the client and the team; Demonstrated ability to successfully manage multiple concurrent programs through prioritisation.
  • Strong verbal and written communication, analytical and conflict resolution skills with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels.
  • Versatile in working independently as well as an effective team player.
  • Confident working with and staffing senior management, and understanding of Singapore Government delivery, include contracting, government platforms is a plus.
  • Experience in Service Journey Mapping/ design or/and methodologies such as Design Thinking is a plus. 
  • Relevant degree from a reputable university.
