Senior Manager - Technology Planning (NPPO)

Position Overview

Tech Planner for conceptualisation of a future IT landscape for Precision Medicine, as well as planning and management of new innovative solutions in Singapore’s healthcare delivery for the national programmes. Contribute to the review the business case for healthcare IT projects, funding requirements, governance, performance outcomes, and post-implementation reviews on IT projects.

As part of the National Programme Planning Office (NPPO), you are expected to work closely with our key partners from Government Ministries, Stat. Boards, agencies, service providers, and related stakeholders on technology planning and strategy for sector-wide digitalisation.

Role & Responsibilities

You will play an important role in contributing to the IT planning and strategy formulation of key national programmes (e.g. Healthier SG, Precision Medicine), and contribute to the digitalisation and transformation of the healthcare sector in Singapore towards the achievement of Population Health outcomes.

You will need to work closely with diverse stakeholders such as MOH, MOH agencies, information technology agencies, healthcare clusters headquarters and MOH task groups to contribute to the planning and development of transformational services to bring better health outcomes and greater convenience to the public.
 
Specifically, you will be involved a wide variety of projects such as the conceptualization of a future IT landscape for Precision Medicine, as well as planning and management of new innovative solutions in Singapore’s healthcare delivery for the national programmes. You may also be asked to help to review the business case for healthcare IT projects, funding requirements, governance, performance outcomes, and post-implementation reviews on IT projects.

Requirements

• At least 7 years of experience in IT/ tech domain or sector.
• Ability to collaborate with stakeholders to understand and define their near-term and long-term business needs and aspirations 
• Ability to take a broad and strategic perspective, and able to drill down to understand specific project details.
• Ability to successfully manage multiple concurrent program initiatives through prioritisation; ability to identify and drive issues to a quick resolution while balancing the needs of the business, the customer and the team
• Strong verbal and written communication, analytical and negotiation skills with proven ability to translate complex, technical subjects into clear and concise communications to a variety of key stakeholders of different levels
• Motivated individual and an effective team player.
• Relevant degree in IT, technology/ or related fields.
• Experience in and understanding of government or healthcare IT policies, standards and projects is an added advantage.
• Experience in Service Journey Mapping/design and related methodologies such as Design Thinking is an added advantage. 
• Experience related to healthcare/ public services is a plus.
