Position Overview

The Programme.Operations.Digital (P.O.D) team is hiring a business analyst for the health hub application and the potential candidate will be responsible

  • to develops and designs system/data product solutions with the purpose of improving business efficiency and productivity
  • initiates the study and research of client business processes and requirements, information technology requirements, procedures or problems according to business needs
  • analyses the feasibility of new systems and/or enhancements to existing systems
  • possesses an analytical mind and is able to see interconnections with system solutions and usability
  • adopts a systematic approach in handling ambiguous or complex issues and actively discusses perspectives to arrive at effective solutions.


 

Role & Responsibilities

Critical Work Functions and Key Tasks 

Business Analysis Planning & Strategy

  • Plan business analysis approach by defining the methods, techniques and tools to be used for business analysis
  • Work with the PM and BA Lead to define goals, work timeline and expected deliverables for business analysis
  • Support the set up of governance to track status, risks, changes and issues pertaining to day-to-day management of all functional areas of system/data product analysis
  • Support the planning of stakeholder engagement including defining roles, decision making authority and level of influence
  • Define stakeholder communication plan
  • Define requirements & design acceptance and evaluation criteria
  • Formulate system scope and objectives

Requirements Analysis & Design

  • Liaise with internal and/or external stakeholders to identify system/data products requirements
  • Provide analysis to support the development of business cases
  • Support user requirement analysis through information collection
  • Support the analysis of business requirements and feasibility studies of possible solutions
  • Prepare requirements specifications and solution proposals
  • Contribute to the identification of a range of solution options

Requirements Lifecycle Management

  • Liaise with senior stakeholders to understand business objectives and needs
  • Lead the collection of information about new or existing systems/data products for analysis 
  • Analyse current state and perform gap analysis to identify opportunities for improvement
  • Examine interactions between system elements, system performance and issues
  • Conduct in-depth analysis of the business requirements specifications and feasibility studies on possible solutions
  • Support the development of business cases defining potential benefits, solutions to increase efficiencies of business processes and associated risks 
  • Support the definition of opportunities and constraints of processes and systems/data products
  • Establish requirements for the implementation of changes in the business processes 
  • Analyse systems/data products and processes to identify enhancement opportunities
  • Support the preparation of solution proposals 
  • Document business requirements and solution design specifications
  • Translate business requirements documentation into system requirement specifications

Solution Evaluation

  • Support the feasibility study of design options including solution limitations
  • Identify alternative solutions and assess feasibility
  • Conduct analysis on the risk vs. benefits for the proposed solutions  
  • Contribute to the efforts to increase viability of solutions
  • Recommend solution maximising business value for the future state
  • Obtain support on the recommended solution from stakeholders
     

Requirements

  • Minimum 4 years of IT experience
  • Bachelor's degree in computers
  • Balance competing priorities from key stakeholders to maximise the value delivered to the business
  • Seek alignment with stakeholders on change requests
  • Monitor throughout the project lifecycle from initiation to final implementation that requirements are built in the IT solution as expected by collaborating with the development/testing team
  • Anticipate risks associated with solution integration and changes
  • Contribute to the change management activities by developing training plans, training materials ensuring that adequate training is delivered so users understand the impact of the IT solution to their work and obtain buy-in for the new business workflows brought about by the new IT solution   
  • Conduct user training to facilitate adoption of new systems, where necessary
  • Prepare project test plan ensuring requirements are fully tested and are working as per desired outcomes
