Position Overview

We are hiring a potential Manager/ Senior Manager who will be responsible for designing, improving and operationalising enterprise-wide processes that support strategic priorities, policy requirements, audit commitments, risk management and effective business operations. This includes translating organisational policies and strategic objectives into clear, practical and sustainable processes, procedures, controls, reporting mechanisms and supporting tools. 
The role will lead end-to-end process design and implementation across multiple functional groups, working collaboratively with stakeholders to understand current-state challenges, identify gaps, define future-state requirements and establish effective operational controls. It will facilitate workshops, build consensus and secure formal endorsement from relevant governance forums and senior leadership groups.
A key responsibility is to ensure that updated processes, procedures, governance artefacts and evidence of stakeholder endorsement are clearly documented, communicated and published to the Policy & Procedures Portal and embedded into business-as-usual operations. The role will also establish appropriate reporting, data quality checks and assurance activities to support ongoing compliance, transparency and continuous improvement.
The successful candidate will operate confidently in complex and ambiguous environments, balancing competing priorities and influencing outcomes without direct authority. They will use strong analytical, communication and facilitation skills to translate complex information into clear management insights, decision narratives and practical process improvements. The role requires the ability to engage stakeholders at all levels, prepare and present materials independently to senior leadership forums, and drive the adoption and continuous improvement of enterprise processes.

This is a 2 years direct contract position with Synapxe

Role & Responsibilities

  • Design and operationalise end-to-end enterprise processes and drive change adoption.
  • Provide senior management and governance forums with clear performance insights and reporting. Translate complex data into concise narratives that highlight systemic issues, trade-offs, and strategic implications.
  • Plan and facilitate stakeholder workshops to gather requirements, communicate process changes, and secure endorsement. Integrate enterprise, domain, platform, and delivery teams through effective stakeholder management, negotiation, and strategic insight.
  • Develop change-management approaches that support the adoption of new governance processes through engagement, communication, and sense-making. Collaborate with Synapxe and the wider public healthcare sector to co-design and embed sustainable changes.
  • Publish updated process documents, procedures, and stakeholder endorsements on the central Policy & Procedures Portal in a timely manner.

Critical Work Functions and Key Tasks

Business Analysis Planning & Strategy

  • Establish governance to track the status, risks, changes, and issues of system and data product analysis.
  • Plan stakeholder engagement, including roles, decision-making authority, and influence.
  • Define communication plans.
  • Establish requirements, design-acceptance, and evaluation criteria.
  • Define system scope and objectives.

Requirements Analysis & Design

  • Engage senior stakeholders to understand business objectives and needs.
  • Gather and analyse information about new and existing systems and data products.
  • Assess the current state and conduct gap analyses to identify improvements.
  • Analyse system interactions, performance, and issues.
  • Assess business requirements and solution feasibility.
  • Support business cases covering benefits, efficiency improvements, and risks.
  • Define process and system opportunities, constraints, and change requirements.
  • Identify enhancement opportunities and support solution proposals.
  • Document business requirements and solution designs.
  • Translate business requirements into system requirements.

Requirements Lifecycle Management

  • Balance stakeholder priorities to maximise business value.
  • Prioritise requirements and obtain stakeholder approval.
  • Assess changes to requirements and designs, including their impact on scope, budget, and timelines.
  • Align stakeholders on change requests.
  • Monitor delivery from initiation through implementation, working with development and testing teams to confirm that requirements are met.
  • Validate solution alignment with business requirements and anticipate integration risks.
  • Support change management by developing training plans and materials, delivering training where necessary, and securing user adoption.
  • Prepare test plans and coordinate testing with developers, testers, and business stakeholders.

Solution Evaluation

  • Assess the feasibility, limitations, risks, and benefits of design options.
  • Identify and evaluate alternative solutions.
  • Support efforts to improve solution viability.
  • Recommend the solution that maximises future-state business value.
  • Obtain stakeholder support for the recommended solution.

Requirements

  • At least 6-8 years’ relevant experience in corporate governance, business process management, operational excellence or a related role within a technology environment.
  •  Degree in Information Systems, Business Administration, Digital Transformation or a related field.
  • Analytical mindset, with the ability to understand interconnections between system solutions and usability.
  • Systematic approach to managing ambiguous or complex issues, with a willingness to discuss perspectives and reach effective solutions.
  • Proven experience working in complex, multi-stakeholder or public-sector environments with strong governance and accountability requirements.
  • Strong conceptual ability to design governance and performance frameworks, rather than simply operate them.
  • Highly analytical, with the ability to translate complex data into clear management insights and decision narratives.
  • Strong written communication skills, with the ability to produce clear, well-structured process documents and procedures.
  • Strong stakeholder management and facilitation skills, with the ability to influence without direct authority.
  • Ability to operate effectively in ambiguous situations and influence outcomes without formal authority.
  • Ability to facilitate sound decisions amid competing priorities, incomplete information or significant complexity.
  • Confident and articulate presenter, able to prepare and deliver materials independently to senior leadership forums.
  • Proficient in the Microsoft Office suite and Microsoft Visio for process documentation and presentations.
  • Good to have experience with VBA scripting, Power Automate or Tableau for reporting and automation
