Senior Manager - Corporate Planning (Transform, Methods & Performance)

Position Overview

The Senior Manager, Methods Performance & Control plays a pivotal role in shaping how Synapxe governs, measures, and continuously improves enterprise ways of working across Singapore’s public healthcare IT ecosystem. 

Reporting into the enterprise Methods function, the role serves as the central control tower for methods governance, compliance, performance management, and assurance. The incumbent will lead the design and operationalisation of governance frameworks, enterprise controls, compliance mechanisms, and performance measurement systems that ensure organisational processes and delivery practices are applied consistently, effectively, and in accordance with established standards. 

Beyond compliance oversight, the role is expected to provide independent challenge, identify emerging organisational risks, drive enterprise-wide improvement initiatives, and deliver data-driven insights that influence senior management decision-making. The successful candidate will work closely with business leaders, programme offices, governance functions, auditors, and transformation teams to strengthen organisational capabilities and enable sustained operational excellence across Synapxe. 

This is a highly visible role requiring strong strategic thinking, analytical rigour, stakeholder influence, and the ability to navigate complex organisational environments where success depends on driving alignment and accountability across multiple stakeholders without direct authority. 

Role & Responsibilities

Enterprise Governance & Control Leadership 

• Lead the development and continuous evolution of enterprise governance frameworks, control mechanisms, and assurance models.
• Establish governance guardrails, compliance requirements, and control frameworks.
• Provide independent assessment and challenge on governance effectiveness and control maturity

Compliance, Audit & Assurance

• Lead enterprise compliance monitoring, assurance reviews, and governance health checks.
• Manage enterprise compliance scorecards and maturity assessments.
• Facilitate audits and oversee remediation and closure of audit findings.

Enterprise Performance & Insights 

• Develop enterprise performance measurement frameworks.
• Deliver executive dashboards, scorecards, and management reporting.
• Translate complex operational data into actionable management insights.
• Identify emerging risks through trend and predictive analysis.

Continuous Improvement & Transformation

• Lead initiatives to improve governance maturity and operational effectiveness.
• Conduct root-cause analysis and drive sustainable improvements.
• Shape future-state governance and performance management approaches.

Stakeholder Management 

• Act as trusted advisor to senior leaders.
• Prepare executive papers and recommendations.
• Facilitate governance forums and management reviews.

Requirements

• At least 8+ years of relevant experience in Governance, Risk & Compliance, Internal Audit, PMO Governance, Operations Excellence, Consulting, Transformation Management, or related role within a Tech or Healthcare environment
• Degree in Business, Information Systems, Engineering, Data Analytics, Digital Transformation, or related discipline.
• Experience designing enterprise governance frameworks, controls, assurance programmes, or performance management systems.
• Strong analytical, problem-solving, and stakeholder management capabilities.
• Experience engaging senior executives and presenting management-ready recommendations.
• Ability to influence without direct authority in matrixed organisations.
• Certifications such as PMP, Lean Six Sigma, COBIT, ITIL, CISA, CRISC, CIA, or SAFe are advantageous.
• Experience in change management principles, methodologies and tools
• Ability to work independently and in a team environment
• Ability to handle ambiguity and high work pressure.
