Position Overview

The Senior Manager, Transformation Methods & Performance (TPM) plays a critical enterprise role in driving how the organisation governs processes, monitors performance, and leading the harmonization of end-to-end processes, strengthening process ownership and operating model coherence, and providing central steer to the public healthcare IT transformation programme. This role requires individuals who are able to operate in ambiguous and politically complex environments, as well as exercise independent judgement on issues with significant system-wide implications, as well as influence senior stakeholders across multiple entities where formal authority is limited or where priorities may be competing.

The role serves as a strategic integrator across multiple workstreams, stakeholders and organisations, translating complexity into actionable decisions and enabling senior leaders to make informed choices amidst competing priorities, incomplete information and fast-changing circumstances.

Role & Responsibilities

  • Act as the strategic governance architect and orchestrator across various senior fora.  Responsibilities extend beyond traditional meeting management to include agenda design, curation of high stakes executive narratives and alignment of competing priorities to actively steer and de-risk the implementation of Synapxe’s transformation initiatives
  • Lead complex analyses across organisational, financial, operational and governance dimensions while anticipating and considering critical trade-offs, risks, interdependencies and long-term implications to support timely and sound decision-making.
  • Curate enterprise core policies and standards under TMP’s remit, including the development, harmonisation, and lifecycle management of policies, standards, guidelines, and operating procedures. Ensure coherence across policy instruments and alignment with key stakeholder requirements (e.g. Ministry, ParentCo).
  • Design and deliver synthesised enterprise performance insights and reporting for senior management and formal governance fora. Translate complex, multi-dimensional performance data into coherent narratives that surface systemic issues, trade-offs, and implications for strategic prioritisation and intervention.
  • Serve as a key interface and integrator between Ministry, enterprise, domain, platform, and delivery teams to align on expectations, processes, and performance outcomes. Influence outcomes largely through credibility, strategic insight, negotiation and stakeholder management rather than formal authority.
  • Lead and shape change management and adoption of new governance, process, and performance practices, applying sophisticated stakeholder engagement, communication, and sense-making approaches to embed sustainable behavioural and cultural change at scale. This includes working concertedly with stakeholders within Synapxe and across the wider public healthcare family (i.e. MOH/H and entities) to co-design and drive acceptance of new ways of working (e.g. processes, tools).
  • Author executive-level updates and briefs to support decision-making by senior stakeholders including Synapxe Board members, Executive Group leaders, as well as MOH/H and entities’ C-suite leaders involved in the transformation programme to drive executive alignment, sponsorship, and organisational commitment for transformative changes required to sustain the target operating model over the long term

Requirements

  • At least 8 years of relevant experience in Corporate Governance, Business Process Management, Operations Excellence or related role within a Tech environment
  • Degree in Information Systems, Business Administration, Digital Transformation or related field 
  • Certification in PMP, Change Management, Lean Six Sigma, TOGAF (Foundation), COBIT (Foundation) or SAFe is an advantage
  • Proven experience operating in complex, multi stakeholder or public sector contexts with strong governance and accountability requirements.  
  • Strong conceptual ability to design governance and performance frameworks, not just operate them.
  • Highly analytical, with the ability to translate complex data into clear management insights and decision narratives.
  • Excellent written and verbal communication skills, particularly in preparing senior‑management‑ready materials.
  • Sophisticated stakeholder management and facilitation skills is a must with the ability to influence without direct authority.
  • Ability to operate in ambiguity and influence without formal authorities.
  • Ability to make and facilitate sound decisions amidst competing priorities, incomplete information or significant complexities.
