Position Overview
The Senior Manager, Enterprise Performance and Process Governance (EPPG) plays a critical enterprise role in driving how the organisation governs processes, monitors performance, and leading the harmonization of end-to-end processes, strengthening process ownership and operating model coherence.
Role & Responsibilities
- Lead in the design, standardisation, and simplification of complex end‑to‑end processes spanning multiple domains and delivery models. Diagnose structural overlaps, control gaps, and cross‑organisational friction points, and drive deep harmonisation to establish a coherent, scalable, and sustainable way of working across the enterprise.
- Design, institutionalise, and steward organisation-wide process governance frameworks that balance rigour with agility. This includes defining governance principles, control mechanisms, decision rights, and assurance models in a manner that is fit for large, complex and regulated environments.
- Curate enterprise core policies and standards under EPPG’s remit, including the development, harmonisation, and lifecycle management of policies, standards, guidelines, and operating procedures. Ensure coherence across policy instruments and alignment with key stakeholder requirements (e.g. Ministry, ParentCo).
- Establish and enforce clear accountability models, escalation pathways, and compliance mechanisms for governed processes and policies, underpinned by transparent ownership, defensible decision-making structures, and auditable assurance practices.
- Lead periodic governance and policy effectiveness reviews, applying professional judgement to assess compliance, relevance, and fitness-for-purpose, and recommending substantive refinements in response to evolving organisational, regulatory, or risk landscapes
- Strengthen the effectiveness of enterprise governance forums through agenda curation, clear articulation of decisions and risk narratives, and the development of concise, decision-oriented materials that enable senior leaders to exercise informed oversight and make timely, high-quality decisions. Facilitate discussions and clarifications at relevant forums to drive progress and closure around key management topics.
- Design and deliver synthesised enterprise performance insights and reporting for senior management and formal governance fora. Translate complex, multi-dimensional performance data into coherent narratives that surface systemic issues, trade-offs, and implications for strategic prioritisation and intervention.
- Serve as a key interface and integrator between Ministry, enterprise, domain, and delivery teams to align on expectations, processes, and performance outcomes.
- Lead enterprise change management and adoption of new governance, process, and performance practices, applying sophisticated stakeholder engagement, communication, and sense-making approaches to embed sustainable behavioural and cultural change at scale
Requirements
- At least 10 years of relevant experience in Corporate Governance, Business Process Management, Operations Excellence or related role within a Tech environment
- Degree in Information Systems, Business Administration or related field
- Proven experience operating in complex, multi‑stakeholder or public‑sector contexts with strong governance and accountability requirements.
- Strong conceptual ability to design governance and performance frameworks, not just operate them.
- Highly analytical, with the ability to translate complex data into clear management insights and decision narratives.
- Excellent written and verbal communication skills, particularly in preparing senior‑management‑ready materials.
- Strong stakeholder management and facilitation skills is a must with the ability to influence without direct authority.
- Certification in PMP, Change Management, Lean Six Sigma, COBIT or SAFe is an advantage
- Ability to handle ambiguity and high work pressure.
